As E-Scooter Use Grows Worldwide, Cities Face New Safety and Regulation Challenges

Electric scooters have quickly become a familiar part of modern urban transportation. In cities around the world, they are used for commuting, short trips, first- and last-mile travel, and affordable alternatives to car use. But as e-scooters become more common on streets, bike lanes, sidewalks, and shared public spaces, city officials, safety experts, and riders are facing a growing question: how can this new form of transportation be integrated safely?

The answer is not as simple as banning e-scooters or promoting them without limits. Research increasingly suggests that e-scooter safety depends on a combination of clear regulation, better street design, rider education, responsible operation, and proper vehicle maintenance.

A study of shared e-scooter services across 93 European cities found that police-reported accidents increased by around 8.2% in the average city after shared e-scooters were introduced. The same research found that the safety impact was much lower in cities with stronger cycling infrastructure, suggesting that public policy and urban design can significantly affect how safely e-scooters fit into transportation systems.

A Fast-Growing Mobility Trend With Real Safety Questions

E-scooters have become popular because they are compact, relatively affordable, easy to use, and well-suited for short urban trips. For many riders, they reduce reliance on cars, make public transit connections easier, and offer a practical way to move through dense city areas.

However, the same qualities that make e-scooters convenient also create safety challenges. They are small, quiet, and often used in mixed traffic. Riders may share space with cars, bicycles, pedestrians, delivery workers, buses, and other micromobility users. In crowded or poorly designed areas, that mix can create confusion and risk.

Common safety concerns include sudden braking, poor rider visibility, riding at unsafe speeds, sidewalk conflicts, dangerous parking, inexperienced riders, and a lack of dedicated lanes. Wet roads, potholes, uneven pavement, and low-light conditions can make those risks worse.

The International Transport Forum’s 2024 safer micromobility report notes that the evidence base around micromobility safety has expanded significantly in recent years and recommends a Safe System approach involving authorities, operators, infrastructure planning, vehicle design, user education, and enforcement.

Cities Are Taking Different Approaches

Around the world, cities have responded to e-scooter growth in very different ways. Some have introduced speed limits, parking zones, permit systems, helmet rules, rider education campaigns, data-sharing requirements, and restrictions on where e-scooters can be used. Others have taken a stricter approach.

Paris became one of the highest-profile examples after a public vote led to the removal of shared rental e-scooters from the city. According to the European Urban Mobility Observatory, close to 90% of those who voted supported preventing shared e-scooter services from operating in the French capital.

But the broader lesson is not necessarily that e-scooters should be removed. Instead, the global pattern shows that cities need clear rules before problems become too large. Without defined riding areas, parking standards, speed expectations, and public education, e-scooters can quickly become a source of conflict between riders, pedestrians, drivers, and local governments.

Infrastructure May Be the Key Difference

One of the most important findings from recent research is that infrastructure matters. The European study found that cities with high bike-lane density did not show the same accident effects as cities with weaker cycling infrastructure.

This suggests that e-scooters are not automatically unsafe. The risk increases when riders are forced into unclear or dangerous spaces. If there is no safe lane, riders may feel pushed toward sidewalks, where they can create conflict with pedestrians. If they ride next to fast-moving cars, they may face higher crash risk. If parking rules are unclear, scooters can block sidewalks, doorways, or accessibility paths.

A safer micromobility system depends on predictable space. Dedicated lanes, better signage, safer intersections, traffic-calming measures, and clear parking rules can help reduce conflicts before they happen.

Regulation Should Support Safe Use, Not Just Restrict It

The e-scooter debate is often framed as a choice between freedom and restriction. In reality, the strongest approach is usually a balanced one.

Good regulation should make it clear who can ride, where they can ride, how fast they can travel, where scooters can be parked, what equipment is required, and how rules will be enforced. At the same time, regulation should recognize why people use e-scooters in the first place: convenience, affordability, portability, and access to shorter-distance transportation.

Overly loose rules can create safety and public-space problems. Overly strict rules can push riders away from a low-emission transportation option that may reduce short car trips. The best policies are usually the ones that make safe riding easier than unsafe riding.

That means regulation should be paired with infrastructure, education, maintenance standards, and public awareness.

Rider Education Is Still a Missing Piece

Many e-scooter injuries and conflicts are not caused by one single factor. They often come from a combination of inexperience, poor judgment, unclear rules, or equipment problems.

New riders may not understand braking distance, tire grip, road hazards, local regulations, or how quickly road conditions can change. Some may assume that because e-scooters are small and easy to operate, they require little preparation. But e-scooters are transportation devices, not toys.

Rider education should cover basic traffic behaviour, speed control, visibility, helmet use, safe turning, wet-weather riding, night riding, and how to share space with pedestrians and other road users. Cities, schools, employers, delivery platforms, retailers, and scooter operators can all play a role in making that education more accessible.

Maintenance Is Part of Public Safety

The safety conversation often focuses on laws and rider behaviour, but vehicle condition is just as important. A poorly maintained e-scooter can become dangerous even when the rider is following the rules.

Worn tires, weak brakes, loose folding mechanisms, damaged lights, battery problems, and water damage can all affect how safely a scooter performs. In cities with rain, uneven pavement, or heavy year-round use, these issues can appear faster than many riders expect.

ProMechBC, an e-scooter and e-bike sales and repair specialist, says many common safety issues can be reduced through basic inspections and regular maintenance.

“E-scooters are not just gadgets. They are transportation devices,” said a ProMechBC spokesperson. “Riders should understand the rules, choose a scooter that matches their experience level, and keep brakes, tires, lights, and batteries in good condition. Safer riding starts before the trip begins.”

Before riding, users should check that their brakes respond properly, tires are inflated and free from visible damage, lights are working, the battery is secure, and the folding mechanism is locked. These checks may seem simple, but they can prevent small issues from becoming serious safety risks.

Shared Scooters and Private Scooters Need Different Policies

Another challenge for regulators is that not all e-scooter use is the same.

Shared rental scooters create public-space issues such as parking, fleet management, sidewalk clutter, and rider turnover. Private scooters create different questions around maintenance, product quality, speed, repairs, and owner responsibility.

A city may need one set of rules for shared fleet operators and another set of expectations for privately owned scooters. Rental companies may be required to manage parking, geofencing, speed limits, data reporting, and user education. Private owners may need clearer guidance on safe equipment, legal riding areas, and maintenance responsibilities.

Treating all e-scooters as the same can lead to weak policy. A lightweight commuter scooter, a high-powered performance scooter, and a shared rental scooter may all fall under the same broad category, but they can behave very differently on the road.

The Next Phase of E-Scooter Regulation

E-scooters are no longer a novelty. They are now part of the transportation mix in many cities. The next phase will likely be less about whether they should exist and more about how they should be managed.

Cities that want to reduce risk will need to think beyond simple restrictions. They will need better infrastructure, clearer rules, safer street design, responsible operators, informed riders, and stronger maintenance awareness.

The global rise of e-scooters has created a real safety challenge, but it has also created an opportunity. With the right policies, e-scooters can support shorter trips, reduce dependence on cars, and give people more flexible transportation options.

The key is not to ignore the risks. The key is to manage them intelligently.

As more riders choose e-scooters for everyday transportation, the cities that succeed will likely be the ones that treat micromobility as part of the transportation system, not as an afterthought.
